Jeremy led the Transformation PMO in Northamptonshire’s LGR programme, developing the governance and reporting structure to senior management and to elected members and leaders for the post-COVID era. He delivered the “Day 1” programme and procured the digital project management system for both the new unitary councils. He designed and led the two shadow authorities’ inaugural meetings, receiving formal thanks from senior elected members and officers.

After Vesting Day, Jeremy led the Transformation PMO in North Northants Council, adopting a “clean sheet of paper” digital-first approach to governance and reporting to senior management and elected members, advocating for the use of MS Teams across the organisation. Under alternating annual responsibility between the new unitary councils, Jeremy and his team also successfully planned and led the governance of North Northants Council’s cycle of the feeder boards to the Shared Services Joint Committee.

Jeremy has briefly supported some of Northamptonshire’s GP Practices with operational service delivery of additional appointment capacity through the year, and mobilising further respiratory hubs in winter, after which he moved to the University of Northampton where he established the Change and Transformation Office, creating its governance, systems and processes.

Jeremy is currently providing services to a Metropolitan Borough Council to implement an improvement plan for their PMO and PM software to support their transformation journey.

Jeremy’s unique blend of skills, encompassing both direct service delivery and transformation, positions him as an effective leader in driving sustainable, customer-focused change and transformation across local government and the wider public sector.
